  Following our previous seminar held on March 12 based on the amended Cabinet Orders and rules and regulations, this Part 3 seminar will pick up the 2020 Amended Act on the Protection of Personal Information which was enacted on June 5, 2020 and promulgated on June 12, 2020. The seminar will have a Q&A session and will cover the Guideline corresponding to the 2020 Amended Act (General Rules, Provision to Overseas Third Parties, Mandatory Checks and Recording Upon Provision to Third Parties, Anonymized Information)and other items (which will include the updated Q&A if it is disclosed at the time of the seminar) by placing focus on key points for practical affairs. This seminar will help you effectively understand the amendments and prepare to respond tohe 2020 Amended Act with confidence.
  As for the Amendment to the Act on the Protection of Personal Information (the 2021 Amendment (excluding parts related to local governments and local incorporated administrative agencies)) by the Bill on the Arrangement of Related Laws for the Formation of a Digital Society that is scheduled to be enforced in the spring of 2022, we assume especially those of you working for incorporated administrative agencies and other entities in the medical and academic fields (for example the National Hospital Organization, National University Corporations, National Research and Development Agencies, etc.) and those of you in private sectors who have business interactions with such incorporated administrative agencies feel the need to understand the content. In this seminar, we will take one step further from the overview of the 2021 Amendment explained in our Part 2 seminar and will dive into the details of the amendment by profiting from a Q&A style session. The seminar will also cover the parts related to local governments and local incorporated administrative agencies in the 2021 Amendment that are scheduled to be enforced in the spring of 2023.
  This seminar will be a valuable opportunity to sum up your knowledge on how to respond to the 2020 Amendment and to learn the details of the 2021 Amendment. We look forward to your participation.

Kazuyashi SHIRAISHI (Attorney)
Graduated from Waseda University (Bachelor of Political Science) in 1996. Passed the judicial scrivener exam in 1998. Registered as a lawyer in 2003. Member of the Daini Tokyo Bar Association Committee on Information Disclosure and Protection of Personal Information. Graduated from Washington University School of Law (Intellectual Property Law) in 2013. Received training at Dorsey & Whitney LLP and Bracewell LLP in Seattle, Washington from September 2013 to May 2014. Worked as special assistant for the Ministry of Foreign Affairs of Japan in the Economic Policy Division, Economic Affairs Bureau (office in charge of supporting Japanese companies) from July 2014 to March 2015 to support overseas business expansion of Japanese companies and legal professionals. Member of the Information Network Law Association. Former member of the Japanese Bankers Association study group on API promotion. Holder of Drone Kentei Grade 1. Partner of TMI Associates from January 2016. More than five years of experience stationed at a major telecommunications company. Handles broad topics including the following items: domestic/overseas disputes; IT/information/communications law related to the Act on the Protection of Personal Information and cyber (information) security; consumer laws including the Act against Unjustifiable Premiums and Misleading Representations; general corporate legal affairs including contracts; risk management; M&A; and labor laws.

Yuto KAKIYAMA (Attorney)
Graduated from Chuo University (LL.B.) in 2017. Registered as a lawyer and joined TMI Associates in 2018. Mainly handles legal consultation work on the Act on the Protection of Personal Information and data usage, contracts on laws including cyber (information) security, and other general corporate legal affairs including dispute matters such as litigations and preservations.

Shunsuke MIZOBATA (Attorney)
Graduated from The University of Tokyo (LL.B.) in 2016. Graduated from The University of Tokyo School of Law in 2018. Registered as a lawyer and joined TMI Associates in 2019. Interested in privacy laws as a student and is the writer of “Privacy in tort law: its concept as a right and the limits of tolerance” (in Japanese) (The University of Tokyo Law Review, Issue 14). Mainly handles legal consultation work on the Act on the Protection of Personal Information and data usage and other general corporate legal affairs.

Soko SAKAKIBARA (Attorney)
Graduated from Faculty of Law, Kyushu University in 2016. Received her Juris Doctor degree from Chuo Law School in 2018. Registered as a lawyer in 2020. Works at TMI Associates. Engaged mainly in general corporate legal affairs including providing legal advice on protection of personal information and data usage.
